Warn about quoted symbols in defcustom choice/other forms

* lisp/emacs-lisp/bytecomp.el
(byte-compile--suspicious-defcustom-choice): New function (bug#16271).
(byte-compile-nogroup-warn): Use it to warn about forms like
(choice (const :tag "foo" 'bar)).
